It is hereby declared that a vault is solely an accommodation to lot owners or those who intend to make burial in the Municipal Cemetery. It is in no sense a public mausoleum and the admission of a body may be denied by the Caretaker unless and until definite and final arrangements, and such as are satisfactory to the Caretaker, are made for the removal of the body from the vault, within a reasonable time.
