In no event shall trees be planted upon any lot or on behalf of the owner of the burial rights therein, and no shrubs may be planted upon any such lot unless special permission in writing is granted therefor by Council for the planting of such shrubs. Any shrubs planted pursuant to any such consent shall become a part of the cemetery property and thereby owned by the Municipality in order that the landscape and vistas may be preserved and their appearance be artistically maintained.
