The provisions of this chapter shall supplement but not replace the requirements, regulations or laws of any other federal, state, county, or local governmental entity. In the event of a conflict between any of the provisions of this Chapter and a provision of any other applicable code, ordinance, requirement, regulation or law of this City or any other federal, state, county, or local governmental entity, that provision which establishes the higher and stricter standard shall prevail.
