(a) Each person who creates, constructs, or alters and every owner of any property where a pond, lake, reservoir or other impoundment of water is created, constructed or altered shall maintain the pond, lake, reservoir or other impoundment of water in conformity with all the regulations of this chapter and in conformity with the permit conditions and approved plans, drawings and specifications.
(b) No owner of any property where a pond, lake, reservoir or other impoundment of water is created, constructed, or altered shall allow the water to become stagnant, give off offensive odors, or attract bugs or insects to such an extent that they become a nuisance.
