(a) All permits for the construction or alteration of ponds, lakes, reservoirs or other impoundments of water shall require payment of an application fee of fifteen dollars ($15.00). A fee shall be charged for the inspection of any construction or alteration at the rate of thirty-five dollars ($35.00) per inspection.
(b) A fee deposit equal to two percent (2%) of the estimated cost, as calculated by the City Engineer, of the creation, construction or alteration of ponds, lakes, reservoirs or other impoundments of water pursuant to this chapter shall be deposited within the City Finance Department prior to beginning such creation, construction or alteration. The fee deposit shall be used to defray charges for inspection or re-inspection of ponds, lakes, reservoirs or other impoundments of water created, constructed or altered pursuant to this chapter.
