(a) A permit shall automatically expire and be null and void if construction or alteration authorized by such permit is not commenced and diligently pursued within 180 days of the date of issuance of the permit.
(b) The City Engineer may revoke a permit issued under this chapter if he finds and determines that the creation, construction or alteration of any pond, lake, reservoir or other impoundment of water is not being undertaken in compliance with the approved plans, drawings and specifications therefor, the conditions set out on any permit, or the applicable provisions of this chapter.
