(a) No person shall partially or completely fill or alter any existing pond, lake, reservoir or other impoundment of water without first requesting and securing an inspection of such filling in or alteration by the City Engineer or his designee. No person shall create, construct or alter any pond, lake, reservoir or other impoundment of water without first requesting and securing an inspection of such work by the City Engineer or his designee.
(b) The City Engineer, his designees or employees, shall have the right to go upon any property within the City, carry out the City Engineer’s duties and obligations as set out in this Chapter.
