(a) The City Engineer shall be authorized to develop and adopt policies, standards and specifications to promote, regulate and manage the City's storm drainage system and to enforce the provisions of this Title Five and other ordinances of the City regulating storm drainage.
(b) The City Engineer is authorized to negotiate the terms and conditions of easements to be acquired as a part of the public storm drainage system and agreements with owners of private land and/or private storm drainage facilities and any easements required in conjunction therewith for the purpose of providing public access to private storm drainage facilities in order to abate nuisance conditions and/or protect the operation and maintenance of the municipal storm drainage system. Any such easement or agreement shall not be effective or binding upon the City until approved by Council.
