(a) The Street Lighting Advisory Board shall have the power to study, investigate, plan, advise, report and recommend to Council, the City Engineer, the Planning Commission or the Mayor any action, program, plan or legislation which the Board finds or determines to be necessary or advisable for installing, maintaining, removing illumination of the public ways, streets, alleys and City property. The Board is authorized to develop, update and maintain a written plan for the illumination of such public places. Such plan and any revisions thereto shall be presented to the Council for approval. Upon approval, the plan shall constitute the Street Lighting Plan for the City of Strongsville.
(b) The Board, when requested by Council, the Mayor or City Engineer shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
