The industrial waste surcharge levied in accordance with this chapter shall be billed on the first day of each calendar quarter, or as soon in such calendar quarter as billing data become available, and shall be payable at the office of the Director of Finance within thirty days after billing. In case of failure to pay any bill for the surcharge when due, a penalty of ten percent of such charge shall be added to the bill.
