The rates of surcharge for each of the following constituents shall be as follows:
(a) For biochemical oxygen demand (BOD), sixteen cents (16¢) per pound;
(b) For suspended solids, thirty-four cents (34¢) per pound;
(c) For oil/grease, eight cents (8¢) per pound; and
(d) For chlorine requirement, twenty cents (20¢) per pound.
These rates shall be reviewed annually by the Approving Authority and shall be amended from time to time by Council upon the recommendation of the Approving Authority applying the formulae set forth under this chapter.
