(a) It is the purpose of this chapter to provide for the payment of fees from dischargers to the City's wastewater disposal system, to compensate the City for the costs of administration of the pretreatment program established in this chapter.
(b ) Council shall adopt, from time to time, charges and fees which may include:
(1) Fees for filing appeals;
(2) Fees for reviewing accidental discharge procedures and construction; and
(3) Fees for monitoring, inspections and surveillance procedures.
