(a) The sewer charges levied at the rates established in Section 1048.03 shall be billed by the City of Cleveland as the City’s billing agent, quarterly so as to coincide as closely as possible and practicable to the dates when the City of Cleveland renders its quarterly water bills to water consumers within this City (currently in February, May, August and November of each year). Any premises becoming subject to sewer charges on a date between billing dates shall be charged for actual consumption, based upon the quarterly charge, from such date until the commencement of the next following billing period applicable to such premises.
(b) Such charges shall be due and payable on the date indicated on the bill. The Director of Finance or the City of Cleveland as billing agent are authorized to certify, or cause to be certified, any delinquent sewer charges for collection to the County Auditor of Cuyahoga County as provided by, and by the date required by, the laws of the State of Ohio and at the time of such certification shall add a delinquent penalty charge to each such unpaid and delinquent amount (but only such amount as is attributable to sewer charges of the City under Section 1048.03 hereof) equal to twenty percent (20%) of the amount thereof or the applicable rate charged by the City of Cleveland.
(c) The Utilities Department of the City of Cleveland, Ohio is hereby authorized to discontinue water service for failure to pay charges where due and payable.
