(a) The City shall provide summer sprinkling user charges to eligible users in place of that portion of charges required by Section 1048.03(a)(2) or Section 1048.03(b)(2), as the case may be, for the summer billing period, which shall mean the period between May 1, and September 30, inclusive. “Eligible user” as used in this section means any owner-occupied one, two, three, or four family residence within the City where sewer service charges are based upon water consumption, except eligible user shall not include any residence where sewer service charges are based upon sewer meters, or a water meter which does not measure all water provided to the residence. The summer sprinkling user charges shall be based upon the smaller of the actual water consumption during the summer billing period or a calculated consumption based upon water consumption during the preceding winter billing period, which shall mean the period between October 1 and April 30, inclusive. The summer sprinkling user charge shall be calculated by determining the average daily use for metered water used during the winter billing period and multiplying that figure by the rate established in Section 1048.03(a)(2) or Section 1048.03(b)(2), as the case may be, for each day of use in the summer billing period. All other sewer charges set forth in the Codified Ordinances shall remain in full force and effect.
(b) Unless otherwise excepted by the City, an application for summer residential sprinkling user charges must be made by an eligible user on an application provided by the City of Cleveland as the City’s billing agent, which shall be in such form and contain such information as required by the City of Cleveland as the City’s billing agent. No fee shall be required for the application, and the charges will continue from year to year unless otherwise canceled according to the provisions of this section.
(c) Unless otherwise excepted by the City, upon the change in ownership of any property or the conversion of owner-occupied property to rental property, that property’s summer sprinkling user chargers will be canceled. A new application must be submitted by any subsequent eligible user. Summer sprinkling user charges may be canceled due to errors or falsification on the application.
