The funds received from the collection of the rates and charges provided for in Section 1048.03 shall be deposited as received with the Director of Finance who shall retain the same in a separate fund designated the Sanitary Sewer Fund. The moneys of such fund shall be used to pay the cost and expenses of operation, maintenance, repair and management of the City’s sanitary sewage collection and treatment facilities, including improvements, enlargements and replacements thereof and debt service and other requirements of debt issued by the City for such purposes.
