It is hereby determined and declared to be necessary for the protection of the health, safety and welfare of the City and the inhabitants thereof to operate the sanitary sewerage systems of this City as they exist or as hereafter enlarged upon or improved as a public utility and to establish and collect charges for the operation, maintenance, repair and use of such systems upon all lots, lands and premises serviced by or having connection with such sanitary sewerage systems.
