1046.14 CONSTRUCTION SPECIFICATIONS; MATERIALS; DESIGN.
Sanitary sewer service connections to the public sewerage system shall be constructed as follows:
   (a)    The pipe and pipe fittings comprising the connection shall be of the best quality American Society for Testing Materials (ASTM) C-200 or ASTM C-275 bell and spigot vitrified clay sewer pipe, not less than five inches in internal diameter. The sewer pipe joints shall be absolutely watertight and shall consist of materials having resilient properties. The materials used for making such joints shall be composed of plasticized resins of polyvinyl chloride with characteristics similar to those of natural rubber. The respective components of the jointing materials which are designed to be affixed to the pipe shall be so bonded at the factory. All jointing materials included in this subsection shall comply with ASTM specifications for vitrified clay pipe joints, using materials having resilient properties, designation C425-60T, and any amendments subsequent thereto. The joints shall be of the interlocking or self-locking pattern.
   (b)    ABS composite pipe and pipe fittings shall be of the best quality American Society for Testing Materials (ASTM) D-2680 ranging in size from fifteen inches in diameter to eight inches in diameter. The ABS solid wall service pipe shall be of the best quality American Society for Testing Materials (ASTM) D-1788 and shall have a minimum wall stiffness of 150 psi at five percent deflection. The service pipe shall not be less than five inches in nominal internal diameter. ABS composite and solid wall pipe joints shall be absolutely watertight and shall be chemically welded and made in conformity with ASTM D-2680.
   (c)    No person shall furnish and/or install pipes, pipe fittings and jointing materials other than those specified herein.
   (d)    In the event that a joint is selected having a design pattern different from the "uniloc or "amvit" pattern used in the public sanitary sewerage system “wye” or "riser," the person, contractor or installer authorized to make the connection as herein provided shall obtain a compatible vitrified transition fitting having a spigot end compatible with the public sanitary sewerage system joints and a bell end compatible with the selected pattern. In the event that an ABS wall service pipe is selected to join to a vitrified public sanitary sewerage system "wye" or "riser”, the person, contractor or installer authorized to make the connection as herein provided shall obtain a compatible transition fitting having a spigot end compatible with the public sanitary sewerage system joints and a bell end compatible with the ABS solid wall service pipe.
   (e)    Should the permittee elect to use a sanitary sewer service connection larger than the minimum five-inch clay internal diameter, the person, contractor or installer authorized to make the connection as herein provided shall obtain and install a vitrified reducing fitting having an internal diameter spigot end, with a joint compatible with the public sanitary sewerage system and a bell end of the selected internal diameter fitted with the joint pattern selected. Should the permittee elect to use a sanitary sewerage system connection larger than the minimum five-inch ABS internal diameter, the person, contractor or installer authorized to make the connection as herein provided shall obtain and install a reducing fitting having an internal diameter spigot end, with a joint compatible with the public sanitary sewerage system and a bell end of the selected internal diameter.
   (f)    Where the clay sanitary sewer service connection sewer is connected to the cast iron soil pipe from the plumbing stack, the joint shall be made as follows: the cast iron pipe spigot end shall be fitted into the bell of the last vitrified pipe of the sanitary sewer service connection and the bell around the spigot shall be rammed with tarred jute sufficient to seal the joint seat against intrusion of hot-poured bituminous jointing material. The joint sealing material shall consist of hot-poured blown asphalt having a depth in the bell socket of at least one inch. Where the sanitary sewer service connection sewer is connected to the cast iron soil pipe from the plumbing stack, the joint shall be made as follows: the cast iron pipe spigot end shall be fitted into a neoprene multitite gasket, an ABS cast iron to plastic adapter shall be fitted over the multitite gasket and the adapter shall be jointed to the ABS service pipe in the same manner as the joints in subsection (a) hereof.
