The applicant shall deposit in cash, official bank check or certified check, an amount to be fixed by the Commissioner of Buildings, sufficient to insure the proper installation of the sewer service connection and appurtenances and the replacing of pavements, other surfaces and property and/or utilities, both public and private, destroyed or damaged by, or as a result of, the construction. The amount of the deposit, however, shall not be less than three hundred dollars ($300.00) plus one dollar ($1.00) per square foot of excavation opening within a public roadway or easement.
