(a) Council does hereby specify and declare that the water line which was installed by the City on Sprague Road from PP No. 398-2-9 westerly 1,740 feet to the westerly line of Permanent Parcel No. 398-1-13, from January 1964 through February 1965 is a restricted line.
(b) No person residing or owning property outside of the City shall be permitted to tap into this water line without paying a fair share of the cost of this water line based upon the benefit that he is to receive therefrom as determined by the City Engineer.
(c) No tap-in permit shall be issued to tap into this water line by the City of Cleveland or any of its agents or employees until the person to whom the permit is to be issued exhibits written evidence that he has paid the assessment or amount designated to be paid by the Engineer.
