The Mayor is hereby authorized, upon request of any public utility operating within and rendering service to inhabitants or other consumers of such services in the Municipality, to grant permission to repair, replace or move any pole or other similar equipment owned by such public utility company, and to grant such permission without further reference of such request to Council if in his opinion the same ought to be granted. However, the Mayor shall not grant such request if the owner of the property upon which such pole or other similar equipment is located or is to be located objects thereto.
