868.09 EQUIPMENT STANDARDS; MAINTENANCE; INSTRUCTIONS; INSPECTIONS.
   (a)   All equipment used in installations for which a permit is required under this chapter shall meet the applicable standards of Underwriters Laboratories, Inc., the National Fire Protection Association and/or another recognized industry standard. The applicant may be required to submit evidence of the reliability and suitability of the equipment to be installed before a permit may be issued or thereafter. All installations shall be performed and completed in compliance with applicable building codes and regulations.
   (b)   The sensory mechanism used in connection with an alarm system shall be adjusted to suppress false indications of fire or intrusion, so that the alarm system will not be actuated by impulses due to transient pressure change in water pipes, short flashes of light, wind noises such as the rattling or vibrating of doors or windows, vehicular noise adjacent to the installation or other forces unrelated to genuine alarms.
   (c)   All components comprising such an alarm system shall be maintained by the subscriber in good repair to assure reliability of operation.
   (d)   Each alarm agent and/or alarm business that sells or leases an automatic protection device which is to be installed on any premises in the City shall furnish instruction for the operation and maintenance of such device to the subscriber and to the Building Commissioner. If the Building Commissioner finds such instruction to be incomplete, unclear or otherwise inadequate, the Commissioner may require the alarm agent and/or alarm business to have the same revised to meet the Commissioner's approval and then to promptly have copies distributed to persons for whom installations of such alarm system are made.
   (e)   Each alarm agent and/or alarm business that sells or leases an alarm system shall provide a means for receiving calls for service, directly or through an agent, on a twenty-four hour basis seven days a week, and shall have the ability to and shall respond to such calls within eight hours of the time they are received.
   (f)   At the time of installation, each alarm agent and/or alarm business shall furnish written information to the subscriber explaining how service can be obtained at any time, including the telephone number to call for service.
   (g)   An enforcement official may enter upon any premises at any reasonable time in the performance of their duties in the enforcement of this chapter and inspect the installation and operation of an alarm system. Refusal to permit entrance shall be grounds for revocation of a permit issued under this chapter. Such official may apply to any court of competent jurisdiction for a warrant to enter under circumstances where the owner or person in charge refuses or neglects entrance, or is absent, to inspect the alarm system.
   (h)   Each alarm system shall be maintained by the subscriber in good operating condition throughout the permit period.
