(a) Authority to Install. Any residence or business located within the City may be equipped with an alarm system for the purpose of detecting and signaling the presence of a fire, unauthorized intrusion or other activity requiring urgent attention to which the Police and/or Fire Department is expected to respond.
(b) Installer's License. No person shall install any alarm referred to in this chapter without first obtaining any Alarm Business Contractor's License from the Building Department. The Building Commissioner may request that the Chief of Police inquire as to any past criminal record of the owners, officers and/or agents of such applicant and may require such other relevant information that is deemed necessary by the Commissioner to protect the integrity and confidentiality of the alarm systems. The Building Commissioner shall refuse to issue a license to any applicant whose owners, officers and/or agents are unable to reasonably demonstrate that they shall protect the confidentiality and integrity of the system. A criminal record of one or more of such persons may be considered by the Chief of Police for this purpose. The application for license and the applicable fee shall be submitted to the Building Department each calendar year. Each license shall be for a period of a calendar year.
(c) Subscriber's Permit. In addition to all other permits and applicable fees, each subscriber shall obtain an alarm permit from the Building Department for each alarm installed prior to the initial use of an alarm system. Application for a subscriber's permit and the applicable fee shall be submitted to the Building Department at the time of initial installation.
