(a) No person who resides within the City shall ride or propel a bicycle upon any public way, or public path set aside for the exclusive use of bicycles, unless such bicycle has been licensed by the Chief of Police and the license is attached thereto.
(b) This section shall not apply to any bicycle in transit within the corporate limits of the City, provided that the owner is a resident of another community.
(c) Application for registration or renewal of registration of a bicycle shall be made to the Chief of Police upon an approved application form furnished by him. Each applicant shall state his name and address, the make, color, serial number, if any, and other identifying features of the bicycle, as well as any other pertinent information required by the Chief.
(d) Upon receipt of a completed application for registration or renewal of registration, and the required fee, the Chief shall issue a license for the life of the bicycle. Transfers may be applied for at the Police Station.
