   (B)   Sewer tap fees, which are required by § 51.116, are hereby set in the sum of $750 per sewer tap for a four-inch tap, except as set forth hereinafter. An eight-inch tap fee shall only be allowed by the village after an agreement is entered into between the consumer and the Village Council.
   (C)   There is hereby established a reduced water connection permit and a reduced sewer connection permit, which reduced water and sewer connection permits are intended to allow for all new connections to the water and sanitary sewer systems of the village where the developer or the consumer has previously established existing connections and taps to the water and sanitary sewer systems of the village. In that event, then a developer or consumer shall be eligible for a reduced water and/or sewer connection permit of $150 for each connection to the water system and $150 for each connection to the sanitary sewer system. The reduced water and/or sewer connection permits are only available for applications for connections to the water and/or sanitary sewer systems for the village where taps have previously been made and village personnel are not required to make taps before the connection permit is given.
   (D)   Any application for a reduced water and/or sewer connection permit shall indicate when the previous water and/or sewer tap to the village system was made, and by whom. This information shall be provided to the Water and Sewer Superintendent/Village Administrator or his or her designee so as to allow said Water and Sewer Superintendent/Village Administrator or his or her designee to determine eligibility for the reduced water and/or sewer connection permits established herein.
