Before any connection is made for the use of the sewer system by a consumer, the owner of the property to be served or the consumer shall apply to the village for a connection permit which, after the fees and charges required herein have been paid to the village and the plans, information, documents and assurances required herein have been submitted to the village shall be issued by the village.
