(A) The Water and Sewer Department shall provide water and sewer services to out-of-town residents on a case by cases basis, by determination of whether or not said services shall be offered to be in the sole and absolute discretion of the Village Council.
(B) In the event that water and/or sewer services are continued to be provided to out-of-town residents, said residents receiving out-of-town water and sewer services shall pay rates that are 25% higher than the rates for which residents of the village are charged for the same services.
(C) There are out-of-town residents who are currently provided either water and/or sewer services and should remain grandfathered and only pay water and/or sewer charges for services provided to them as are currently being charged to the residents of the village. Those residences and services are located at: 224 North Bodmer Avenue, Strasburg, Ohio 44680.
(D) In the event that the ownership of the property set forth in division (C) of this section is transferred on record anytime after this section, then the provisions of this section for charging a 25% premium for water and/or sewer services provided to those non-residents shall apply and the higher fees for water and/or sewer services shall be charged to the owners or residents of the above properties. Effective January 1, 2007, trailers located on property owned by Michael L. Wardell, and being known as 811 Wardell Drive and 813 Wardell Drive shall pay the 25% surcharge for water and/or sewer services provided to those properties.
