5.   A performance bond must be issued by the developer, payable to the Village of Strasburg, and deposited with the Zoning Inspector, in the amount of the estimated cost required to complete the improvements.
   The bond must be signed and witnessed by the developer(s) and the escrow agent, and include witness lines for the Village Engineer, the Village Administrator, the Water and Sewer Superintendent, and the Village Solicitor.
   The bond shall be in the form of a Certificate of Deposit or a Pass Book Savings Account and shall be held in escrow by the agent designated by the Village of Strasburg.
   The developer(s) may request a partial refund of escrow monies as the improvements are completed and approved. The developer(s) must provide a written request directed to the Village Planning Commission for refunds of these monies. Each request must be accompanied by a list of materials and labor items which were expended on the improvements for which a refund is requested. All improvements must be approved by the Village Engineer, the Village Administrator, the Water and Sewer Superintendent, and the Village Planning Commission.
   The escrow agent shall refund bond monies to the developer(s) upon completion of the required improvements after the approvals by the Village Engineer, the Village Administrator, the Water and Sewer Superintendent, and the Village Planning Commission. Refunds must be approved in writing by the Chair of the Planning Commission.
   Twenty percent of the total bond amount will be withheld by the village for a period of one year after all required improvements have been completed to guarantee the quality of workmanship and materials.
   At the end of one year, the 20% warranty amount and all accrued interest will be returned to the developer(s) if all materials and workmanship withstand the one year warranty period to the satisfaction of the Village Engineer, the Village Administrator, and the Water and Sewer Superintendent. Release of funds must be authorized in writing from the Chair of the Planning Commission.
