At the time of submitting a preliminary plan, the developer shall pay a filing fee and the amount of such fee shall be determined from the schedule as follows:

(A) The filing fee shall be paid in legal tender or by check or money order made payable to the municipality.
(B) In the event that a plat is disapproved by the Planning Commission before any physical inspection has been made of the site, the Commission may, at its discretion, order that the developer be refunded the fee paid to the municipality.
(C) In addition to the above filing fee, the developer shall be charged a fee by the municipality for the cost of all determinations and inspections of all improvements, including water and sewer line inspection costs. The developer shall be responsible for the cost of any inspector deemed necessary and chosen by the Village Administrator.
