§ 152.080 UTILITIES AND OTHER IMPROVEMENTS.
   Electrical service, gas mains and other utilities should be provided within each subdivision. Whenever such facilities are reasonably accessible and available, they may be required to be installed within the area as required. Trees may be planted along the streets outside the right-of-way. Telephone, electric power and street lighting wires, conduits or cables may be required to be constructed underground.
   (A)   Sidewalks. Concrete sidewalks having a minimum width of four feet and having minimum thickness of four inches shall be installed on both sides of all new streets; provided, however, that the Planning Commission may waive this requirement and allow sidewalks along only one side of any new street where in its sole and absolute discretion it determines that sidewalks on both sides of such new street are not necessary. In areas where the predominant lot width is 100 feet or more, the Planning Commission at its discretion may waive the requirement for any sidewalks.
   (B)   Street name signs. Street name signs as well as traffic signs, of a type similar to those in use throughout the municipality, shall be erected by the municipality at all intersections at the cost of the developer.
   (C)   Street lighting. Plans for street lights shall be submitted to the Village Engineer for approval.
   (D)   Trench backfilling. All trenches for water lines, sewers, utilities and the like, within the pavement or driveway areas shall be backfilled with granular material to a point within a minimum of six inches of the sub grade and to a point three feet outside the pavement edge or three feet back of curb, if curb is used.
   (E)   Burying. All electric, telephone and other utility lines shall be buried a minimum of three feet below the finished grade of each lot in the subdivision.
   (F)   Main water lines. All main water lines should be located a minimum of nine feet from the inside of the curb.
   (G)   Sewer lines. All sewer lines should be located in the center of the street or thoroughfare servicing each lot in said subdivision.
   (H)   Installing at same time. All water, sewers and gas service lines to each lot shall be installed at the same time as the mains are so installed.
   (I)   Provisions for maintenance and operation. Where the subdivision contains sewers, sewage treatment plants, water supply systems, park areas, street trees or other physical facilities necessary or desirable for the welfare of the area and which are of common use of benefit and which are of such character that the municipality or other public agency does not desire to maintain them, provisions shall be made by trust agreements, which are a part of the deed restrictions and which are acceptable to the Planning Commission for the proper and continuous maintenance and supervision of such facilities by the lot owners in the subdivisions.
