§ 152.045 GENERAL.
   (A)   The regulations in this section shall control the manner in which lots, streets and other elements of a subdivision are arranged on the land. These design controls shall help ensure convenient and safe streets, the creation of usable lots, the provision of space for public utilities and the reservation of land for recreational uses. The planning of attractive and functional neighborhoods shall be promoted, minimizing the undesirable features of unplanned, haphazard growth.
   (B)   The arrangement, character, extent, width and location of major, secondary and minor streets or highways shall conform to the recommendations of the Commission, based on existing and planned streets, topography, public safety and convenience, proposed land uses and such specifications as the Village Council may adopt or the Village Engineer may require.
   (C)   The Planning Commission and appropriate village officials have the responsibility for reviewing the design of each future subdivision early in its design development. The Planning Commission shall ensure that all the requirements of this section are met.
