The provisions of this chapter shall supplement any and all laws of the state, resolutions by the village or any and all rules and regulations promulgated by authority of such law or resolution relating to the purpose and scope of this chapter. Whenever the requirements of this chapter are at variance with the requirements of any other lawfully adopted rules, regulations, ordinances or resolutions, the most restrictive or that imposing the highest standard shall govern. This chapter shall be interpreted as minimum requirements.
