No person shall violate or fail to comply with any of the provisions of Sections 1503.01 to 1503.08. The imposition of one penalty for any violation shall not excuse the violation or permit it to continue and all such persons shall be required to correct or remedy the violations or defects within a reasonable time. The application of the penalty in Section 1503.99 shall not be held to prevent the enforced removal of prohibited conditions.
