§ 111.02 RESTRICTIONS ON ISSUANCE OF LICENSES.
   No license shall be issued to:
   (A)   A person who is not of good character and reputation in the community in which he or she resides and within the village;
   (B)   A person whose liquor license has been previously revoked, unless it can be shown that he or she has been rehabilitated and is not likely to suffer another revocation;
   (C)   A person who has not reached the age of 21 years; and/or
   (D)   A person who cannot satisfy the Liquor Commissioner that he or she has at least a leasehold interest in the premises to be licensed and adequate dram shop and liability insurance for the premises in question.
