(A) The possession of three or more dogs by any person shall constitute prima facie evidence of the maintenance of a dog kennel for the sale of dogs.
(B) All person operating a dog kennel within the limits of the village shall pay an annual license fee as prescribed within the business license ordinance, set out in § 112.15 of this code.
