Every person desiring to engage in soliciting as herein defined from persons in this city, is hereby required to make application for a city certificate of registration as hereinafter provided. Such certificate shall be carried by the solicitor and both this certificate and the county clerk certificate shall be displayed upon the request of any peace officer, code enforcement officer, citation officer, or any person being solicited.
