It shall be unlawful for any person except members of the police department, fire department, or the department of works while in the performance of duties, to move any vehicle not his own, or to tamper with a vehicle in any manner whatsoever, except to clear the roadway. No person other than the owner or the operator shall deposit any advertising matter in any vehicle, or stick or otherwise fasten any advertising matter on any part of any vehicle.
