§ 153.07 INSPECTION; ISSUANCE OF MORATORIUM CERTIFICATE.
   Upon notice by the applicant to the City Clerk that the work has been completed on the property, the City Assessor or City Engineer shall conduct an on-site inspection of the property to certify that the improvements described in the application have been completed. The City Assessor shall then verify that the improvements have been completed and the moratorium certificate shall be issued, provided, however, that no moratorium certificate will be issued on the property in which there are delinquent city tax bills. In the event the moratorium has been granted for a period prior to the completion of the improvements, and the improvements not completed within the required time, city taxes based on the moratorium assessment and the fair cash value assessment shall become immediately due and payable upon presentation of a tax bill from the city.
