§ 70.50 PERMITS FOR PARADES, ASSEMBLAGES, PROCESSIONS.
   (A)   It shall be unlawful for any person or person, society, organization or corporation to conduct or to participate in any street assemblage, parade or procession, other than a funeral procession, upon any street except upon a permit issued by the chief of police. Application for permits shall be made in the form the chief of police shall prescribe, not less than 3 days, excluding Saturdays, Sundays, and holidays, before the time intended for the assemblage, parade or procession. The mayor or the chief of police, in the event of an emergency, or for cause deemed sufficient by him, may cancel the permit at any time before the parade, assemblage, or procession begins.
   (B)   The permit or an order accompanying it shall designate the places of gathering or formation and of dispersal of the assemblages, parades or processions, and the route of march or travel, and the streets or portions of streets which may be used or occupied, and the time and duration of the assemblage, parade or procession. No permits for parades or processions of an advertising nature shall be granted at any time in the business district between the hours of 8:00 a.m. and 6:00 p.m.
