§ 93.12 INVESTIGATION OF PERMIT APPLICATION.
   Upon receiving an application, the city council shall appoint 2 of its members, who, together with the chief of the volunteer fire department, or his assistant, and the chief of police, or his assistant, shall constitute a committee to investigate the building or structure described in the application. If a written report by the committee, signed by at least 3 of its members, is filed with the city clerk, stating that in their opinion the building or structure may be burned without endangering the safety of persons or property, then the city clerk, upon the payment of the permit fee, shall issue to the applicant a permit to burn the building or structure described in the application.
