§ 93.11 PERMIT.
   Any person, association, or corporation desiring to burn, in whole or in part, any building or structure within the city as a practice or training exercise for firemen shall apply for and obtain a permit from the city clerk and pay a fee of $1. The application shall describe and locate the building or structure proposed to be burned, and shall be signed by the applicant. The application must be signed by the owner of the building or structure described, or his written consent to the burning of the building or structure must be attached to the application.
