All animals shall be kept under restraint at all times. No person shall permit any dog to run at large anywhere out of doors in the city, except upon the property of the owner. This chapter shall apply to all public places and to all private property, except upon the property of the owner. No person shall permit any dog to be out of doors in any place in the city unless the dog is on a leash held by a person able to control the dog, except upon the property of the owner. A dog may be left unattended out of doors in a yard with a fence adequate to prevent the dog from leaving the yard.
