(A) When any vehicle shall be parked in any parking space the owner, operator, or manager of the vehicle shall, upon occupying the parking space, immediately deposit a coin of the United States of America in the parking meter alongside of or adjacent to the parking space, and the parking space may then be used by the vehicle for a period of time not exceeding the limit indicated by appropriate sign or marking (if not otherwise indicated, this period of time shall not exceed 60 minutes).
(B) The rate of charge for parking shall be 5 cents per hour. Where the meters are equipped therefor, fractions of time less than 60 minutes may be paid for in one cent coins. If the vehicle shall remain parked within the parking space longer than the period of time for which the coin is deposited, and the parking meter displays a signal indicating illegal parking or violation, the vehicle shall be considered as parking overtime. The parking overtime of any vehicle shall be construed a violation of this chapter by the owner, operator, or manager of the vehicle so parked.
