When parking spaces are indicated by painted lines upon the surface of the streets as herein provided, and when parking meters are installed adjacent to and adjoining the respective parking spaces, no vehicle shall remain parked longer than is indicated by appropriate marking as the maximum parking limit on these spaces. Unless otherwise specifically indicated by appropriate sign, the parking limit on any parking meter shall be 90 minutes. The provisions of this section shall apply between the hours of 8:00 a.m. and 5:00 p.m. of any day. The provisions of this section shall not be effective at other times or on Sundays or holidays.
