For the purpose of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
(A) "VEHICLE." Any device in, upon, or by which any person or property is or may be transported upon a street or highway, except those operated upon rails or tracks.
(B) "PARK" or "PARKING." The stopping or standing of a vehicle, whether occupied or not, upon a street otherwise than temporarily for the purpose of and while actually engaged in receiving or discharging passengers, or in obedience to traffic regulations, signs, or signals, or an involuntary stopping of the vehicle by reason of causes beyond the control of the operator of the vehicle, and shall not include commercially licensed vehicles actually engaged in loading or unloading property or materials.
(C) "PARKING SPACE." The space or the section of the street adjacent to the curb and indicated by the painted lines on the surface of the street, extending from the curb into the street alongside of and adjacent to a parking meter.
