It shall be unlawful for the operator of any bus or trolley coach to engage in the business of transportation on any street, or part thereof, which is not part of a bus route approved by the director of works, over which the bus has been authorized to operate. No such bus route shall be established until the director of works has made a study of traffic conditions. In an emergency case the chief of police shall have authority to alter and establish bus routes in accordance with the provisions of § 70.11.
