ARTICLE I. IN GENERAL
The word
TREES, as used in this article, shall not be construed to include shrubs which do not grow higher than 15 feet; the words PUBLIC HIGHWAY shall be construed to mean all the land laying between private property lines on either side of all public streets, boulevards and alleys; and the words PUBLIC PLACE shall be deemed to mean any park, park lot, parkway or other property under the control or jurisdiction of the city.

Applications for any permit required by the provisions of this article shall be available in the office of the City Manager. No permit shall be granted until it has been approved by the City Manager or his or her designee.
