23-9. CURBSIDE COLLECTION.
   (A)   It shall be the responsibility of all persons to have their refuse, recycling, and/or yard waste at the point of curbside collection by 7:00 a.m. of the day specified for collection. No refuse, recycling, and/or yard waste shall be placed at the curb or street for collection prior to 1:00 p.m. the afternoon before the scheduled collection day or after 3:00 p.m. on Fridays.
   (B)   During the week while refuse, recycling, and/or yard waste is being stored and accumulated for ultimate disposal, all refuse, recycling, and/or yard waste must be stored inside of a building. However, refuse, recycling, and/or yard waste may be stored outside of a building in an approved receptacle as set forth in § 23-2(A)-(C). Outside storage of refuse in any front yard as defined by § 31.01 of the zoning ordinance is prohibited.
   (C)   After the collection of the refuse, recycling, and/or yard waste, the empty receptacle shall be removed from the curb or street by the owner or occupant or user and replaced in the storage area as soon as possible but in no case later than ten hours after collection has been made.
