939.03 DOWNSPOUT DRAIN LINES.
   (a)    No unauthorized person shall uncover, make connections with or openings into, use, alter or disturb any public storm sewer lines, street or curb or appurtenances thereof without first obtaining a written permit from the Street Superintendent.
   (b)    The installation of a downspout drain line shall conform to the following requirements:
      (1)    Any drain line that discharges onto a curbed City street shall be constructed of a minimum three-inch PVC rigid pipe. In all cases, the drain line shall be installed into the curb. The curbing shall be neatly cut so that the drain line may be installed and then surrounded by concrete. If the line does not have at least twelve inches of cover at finish grade it shall be surrounded by concrete to prevent breakage. In lieu of concrete surrounding PVC pipe, a steel or cast iron pipe may be substituted.
      (2)    All installations shall have the written approval of the Street Superintendent prior to being covered. Inspections shall be done after at least twenty-four hours from receipt of written request to inspect the installation.
