(a) Notwithstanding any other provision of Chapter 933, residential users whose premises are situated outside the corporate limits of the City and who discharge sewage into the City’s sewerage system, directly or indirectly, shall be charged user charges based upon the quantity of water used at such residence at the same rate as set forth in Section 933.02(b), plus an additional twenty-five percent (25%).

(b) All users will be billed monthly for their sewer service. Accounts shall be payable monthly at the municipal utility office on or before the 23rd day of each month in which the user is invoiced. If the account is not paid on or before the 23rd day of the month, an additional charge of ten percent (10%) of the amount of the account will be assessed.
