It is necessary and conducive to the protection of the public health, safety, welfare and convenience of the Municipality to levy and collect sewer service or rental charges upon the lots, lands and premises served by having connections with the sanitary sewer system, including the disposal plants, pumping stations and sewer lines. The proceeds of such service charge or rental so derived shall be used for the operation, maintenance and control of the sanitary sewer system, including the disposal plants, pumping stations and sewer lines.
